Leadership Development Program

The Leadership Development Program empowers participants with essential leadership skills to drive impactful change within their teams and organizations. Through interactive workshops and hands-on exercises, topics include authentic leadership, using data to improve quality, and understanding the financial impact of operational planning. Networking opportunities connect participants with peers from community health centers across New Hampshire and Vermont, as well as industry experts, enriching their professional circle. With a focus on practical application, Bi-State’s Leadership Development Program equips participants to excel in the dynamic landscape of community health centers.

Stephanie Pagliuca (she/her)

Ms. Pagliuca works with a variety of stakeholders and partners to strengthen and expand the pipeline of clinicians who are interested in practicing in New Hampshire and Vermont. She oversees Bi-State’s Recruitment Center and has managed many federal, state, and private  foundation grants to build primary care, dental, mental health, and substance use disorder treatment capacity in underserved areas of our states.  Ms. Pagliuca works on public policy related to primary care workforce development, recruitment, and retention by serving on several statewide and regional commissions and work groups targeting these issues. She also facilitates Bi-State’s Leadership Development Program. Ms. Pagliuca earned a Bachelor of Arts degree in Communications from Notre Dame College. She is a native of New Hampshire and a graduate of Leadership New Hampshire class of 2010. She joined Bi-State in 1994.
